Interior condition degrades faster than most operators expect on high-turnover passenger vehicles. Seating, flooring, and trim take continuous wear, and refurbishment is far cheaper than the replacement it defers.

Seasonality is the scheduling constraint. We plan work into the shoulder periods so vehicles are ready before demand rather than being pulled during it.
