Restore or respray
Clear coat that has oxidized but is still intact can be cut back and polished, which brings the gloss back and costs a fraction of refinishing. Clear that has started to peel cannot be saved, because whatever is applied over it will come off with it.
The test is simple. If the surface is dull but continuous, it can be restored. If there is a visible edge where the clear has lifted, that area needs stripping and respraying.

Why roofs fail first
Horizontal surfaces take the most UV, so roofs and hoods almost always fail before the sides. On a box truck the roof is often the only surface that has failed, which makes a roof-only refinish a sensible and much cheaper intervention than doing the whole vehicle.
Catching it at the roof stage is the difference between a targeted repair and a full respray two years later.
