A failing deck is usually accompanied by crossmember corrosion, because whatever water rotted the deck also sat on the steel underneath it. Replacing the deck alone puts new material on a failing support structure.
On enclosed trailers we also find and fix where the water was entering, since the deck will simply rot again otherwise.
